The Dillard Center for the Arts Foundation (DART) is the 501(c)3 non-profit organization that provides financial and program support for the School Board of Broward County’s Dillard High School for the Performing and Visual Arts (DCA). Thanks to generous donors, the DART Foundation bridges the gap between public funding and the needs of a quality arts education, enhancing educational, professional, and artistic opportunities for current and future DCA students.
Founded in 2017, the DART Foundation has worked with the school toward a shared vision: to offer the highest quality of tuition-free arts education to students from all across Broward County. By offering consistent, holistic support year after year, the DART Foundation has enabled DCA to remain at the forefront of public arts education among an increasingly competitive national field.

Originally from Massachusetts, Kyle Harris is a versatile visual artist who transitioned her creative skills from Time Warner Cable to a successful career in television production. Passionate about community activism, she produced programs focusing on women and children’s welfare and rose to become an esteemed on-air personality and community activist.
In 2003, Kyle and her family moved to South Florida, where she not only volunteered in her community, but rekindled her passion for art by establishing Harris Art Studio in 2012, She offers commissioned paintings, art classes, and workshops.
During her daughter’s attendance at Dillard Center for the Arts from 2014 to 2018, Kyle played the role of the quintessential “mom volunteer”, always ready to lend a helping hand wherever needed. In 2017, she took on a leadership role as the head of the newly formed DART Foundation, a position she continues to hold with passion and dedication.
As a proud small, black-owned female business owner, she embodies the belief that “We all do better when we all do better,” echoing the wisdom of John Legend. Her journey is a blend of artistic excellence, community engagement, and a commitment to positive change.
Originally from the Midwest, Darryl relocated to South Florida to enjoy winter sunshine. Mr. Howard holds a BS in Applied Mathematics and an MBA in Finance, boasting over thirty years as an Investment Advisor for a major pension fund with assets exceeding $20 billion. His expertise lies in shaping and optimizing investment portfolios, advising the Investment Committee on asset plans.
As a new board member, Darryl aims to leverage his commitment to strategic financial planning to fortify the DART Foundation’s fiscal outlook. In his spare time, he manages a music, news, and entertainment blog, showcasing his keen interest in music.
Stefany Howard is a former marketing and advertising professional who transitioned to a career as a science teacher, bringing with her a robust background in science education and a dedicated passion for community service. Her commitment to teaching and the creation of an engaging and supportive learning environment established her as a valuable member of the schools where she not only taught but also created new courses and ran key after-school STEAM enrichment programs.
Stefany earned respect within her school community early in her teaching career and was selected as an instructional coach for local college students, a role she fulfilled for almost a decade. Even in retirement, Stefany maintains connections with former students who continue to seek her guidance in navigating young adulthood.
Believing in the potential of students and influenced by her own daughter’s accomplishments as a violinist trained at ChiArts Magnet High School in Chicago, Stefany is committed to supporting the valuable work being done with arts education at Dillard Center for the Arts. She brings to the DART board an extensive volunteer history that includes serving on local boards and committees in her former home of Chicago.
Born and raised in the Bronx, New York, Richard McCulloch started his professional career in the Higher Education field. As a campus administrator initially focused on marketing and enrollment management, he gained important skills in “marketing the intangible” in support of promoting Higher Education to students of diverse backgrounds.
Currently, Richard serves as VP of Brand Development for Circle of One Marketing, where he employs his years of marketing experience, storytelling expertise and love of market research to help clients discover their authentic purpose and value propositions as a brand. Supplementing brand development with a focus on resonating campaign development, Richard is also a key strategist for content development, messaging, and direction in visual identity for Circle clients.
Understanding the power of branding and storytelling as the most effective way to best engage students with colleges and consumers with business, Richard partnered with Roly Rodriguez, founder, and Creative Director of the Pink Collective in 2019. Together, they have galvanized in their purpose-driven mission for PINK as an agency dedicated to Empowering Positive Brands. While Higher Education institutions remain a mainstay of their client base, Pink selectively partners with companies and organizations representing a variety of industries.
